I can't know properly how it happen..
1. twitter banned JP user inconsistently.
2. some user is abusing twitter auto banning mechanism and it is reported as news. http://nlab.itmedia.co.jp/nl/articles/1708/26/news031.html
3. a JP user on twitter/pawoo said pawoo is better than twitter (for illust purpose). https://twitter.com/mentey897/status/901674935583555584
